#6 - Discuss a ready-to-implement plan to reform residential towing practices; said plan to include: (1) ending resident tows on public property, except in instances involving vehicles parked next to fire hydrants, in handicap parking spaces, and in designated freight loading zones; and (2) enhancing enforcement in residential zones and freight loading zones to ensure compliance and reduce illegal parking.
