R-25-0105, ADOPTED ON MARCH 13, 2025, AND REPLACING IN LIEU THEREOF THIS RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE ESTABLISHMENT OF THE DISTRICT 5 SENIOR HOME REHABILITATION PROGRAM, AS DESCRIBED IN EXHIBIT "A,” ATTACHED AND INCORPORATED; ALLOCATING $300,000.00 IN MIAMI FOR EVERYONE (“MFE”) FUNDS FROM THE DISTRICT 5 COMMISSIONER'S PORTION OF MFE FUNDS TO ASSIST ELIGIBLE LOW TO MODERATE INCOME CITY OF MIAMI DISTRICT 5 SENIOR RESIDENTS WITH HOME REHABILITATION NEEDS; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, INCLUDING MODIFICATIONS TO PROGRAM GUIDELINES, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, SUBJECT TO ALL FEDERAL, STATE, AND LOCAL LAWS THAT REGULATE THE USE OF SUCH FUNDS FOR SAID PURPOSE.

WHEREAS, due to rising construction costs within the City of Miami (“City”), the District 5 Commissioner desires to establish the District 5 Senior Home Rehabilitation Program (“Program”), as described herein and in accordance with the guidelines set forth in Exhibit “A,” attached and incorporated, as may be amended from time to time, to assist senior income eligible homeowners to rehabilitate their home in District 5; and
WHEREAS, the District 5 Commissioner desires to allocate Three Hundred Thousand and 00/100 Dollars ($300,000.00) from the District 5 share of Miami For Everyone (“MFE”)funds for the establishment of the Program; and
WHEREAS, the Program will provide up to Ten Thousand and 00/100 Dollars ($10,000.00) to assist eligible homeowners to address necessary home repairs for properties located within District 5; and
WHEREAS, the City’s Administration recommends the establishment of the District 5 Home Rehabilitation Program, as described in Exhibit "A,” attached and incorporated, and allocating Three Hundred Thousand and 00/100 Dollars ($300,000.00) from the District 5 portion of Miami For Everyone (“MFE”) funds for the Program; and
WHEREAS, City Resolution No. R-25-0105 is rescinded and replaced to update the Program guidelines to require payments to be provided to contractors upon submission of required documentation for the rehabilitation of eligible homes under the Program;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as fully set forth in this Section.
Section 2. The City Commission hereby rescinds Resolution No. R-25-0105 adopted on March 13, 2025, and replacing in lieu thereof this Resolution authorizing the establishment of the District 5 Senior Home Rehabilitation Program, as described in Exhibit "A,” attached and incorporated, with Three Hundred Thousand and 00/100 Dollars ($300,000.00) from the District 5 portion of Miami For Everyone (“MFE”) funds to be allocated for the Program.
Section 3. The City Manager is authorized1 to negotiate and execute any and all
necessary documents, including modifications to the program guidelines, amendments, extensions, and modifications, all in forms acceptable to the City Attorney, subject to all Federal, State, and Local laws that regulate the use of such funds for said purpose.
Section 4. This Resolution shall take effect immediately upon its adoption and
signature of the Mayor.
