WHEREAS, on January 23, 2025, the City of Miami (City”) Commission adopted Resolution No. R-25-0022, which directed the City Manager to take any and all steps necessary to expedite the creation of Community Redevelopment Agency for the area of the City known as Allapattah, generally bounded on the North by State Road 112/Airport Expressway, on the East by Interstate-95 and Northwest 7th Avenue, on the South by the Miami River, and on the West by Northwest 19th Avenue (“Area”); and
WHEREAS, Resolution No. R-25-0022 identified that the Area, was plagued in recent years by crime, drugs, homelessness, decay, slum, blight, and lack of affordable housing, which has resulted in the displacement of many longtime residents and businesses; and
WHEREAS, on October 23, 2025, the City adopted Resolution No. R-25-0443, which urged Miami-Dade County to proceed with establishing the Allapattah Redevelopment District Community Redevelopment Agency (“Allapattah CRA”), among other things; and
WHEREAS, on April 9, 2026, the City Commission adopted Resolution No. R-26-0161 which authorized the creation and operation of the Allapattah CRA in accordance the Community Redevelopment Act of 1969, which is presently codified in Chapter 163, Part III, Sections 163.330 through 163.464, Florida Statutes (“Act”); and
WHEREAS, the City recognizes the importance of the Allapattah CRA, in advancing redevelopment, economic opportunity, infrastructure improvements, and the elimination of slum and blight within the Allapattah Area; and
WHEREAS, the Allapattah CRA currently has no source of operating or program revenue during its initial period of operation and requires funding in order to organize, staff, and commence carrying out the Redevelopment Plan; and
WHEREAS, Section 163.356(3)(e) of the Act, authorizes the governing body of a municipality, at any time after the creation of a community redevelopment agency, to appropriate to the agency such amounts as the governing body deems necessary for the administrative expenses and overhead of the agency; and
WHEREAS, Section 163.370 of the Act, authorizes a community redevelopment agency to borrow money and to accept advances, loans, grants, and contributions; and
WHEREAS, the City Commission finds that segregating funds in a special revenue account serves a valid public purpose; and
WHEREAS, the City Commission further desires that the annual appropriation of Eight Million 00/100 Dollars ($8,000,000.00) represents the City's good-faith estimate of funding that would otherwise be available for redevelopment purposes within the Allapattah Area;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is directed and authorized to establish the following new Special Revenue Account and resources shall be allocated and appropriated as described below:
FUND TITLE:Neighborhood Revitalization Fund for Allapattah
RESOURCES:City of Miami, Fiscal Year 2026-2027$8,000,000.00
APPROPRIATIONS:Neighborhood Revitalization Fund for$8,000,000.00
Allapattah
Section 3. The Neighborhood Revitalization Fund for Allapattah shall be used exclusively for enhancements, improvements, rehabilitation, revitalization, maintenance, security, sanitation, and other public purposes within the Area.
Section 4. The City Manager is directed to identify and allocate an amount of Eight Million and 00/100 Dollars ($8,000,000.00) to said Fund annually for the next five (5) years commencing in Fiscal Year 2026-2027 and continuing through Fiscal Year 2030-2031, subject to the adoption of an annual budget and all applicable laws governing the allocation, appropriation, anduse of said legally available funds.
Section 5. The City Manager is further authorized and directed to hold the revenues in said fund pending the outcome of any ongoing litigation with Miami-Dade County regarding establishing and operating the Allapattah CRA.
Section 6. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.
