WHEREAS, the City of Miami (“City”) has a continuing need for a pre-qualified pool of vendors to provide holiday lighting and decoration services (“Services”) on an as-needed basis; and

WHEREAS, on October 28, 2025, the Department of Procurement (“Procurement”) issued Invitation for Bid (“IFB”) No. 2101388 (“Solicitation”) to establish a pre-qualified pool of vendors for the Services, on an as-needed basis, for an initial contract term of two (2) years with the option to renew for three (3) additional two (2) year periods; and

WHEREAS, on December 19, 2025, Procurement received five (5) bid responses to the Solicitation, which were evaluated and tabulated in accordance with the guidelines published in the Solicitation, and the bids submitted by AOM Events Miami Los Angeles, LLC and Thirteenth Floor Entertainment Group were deemed non-responsive; and

WHEREAS, after review and tabulation of the remaining bids, (1) RJD Electric Power Inc, (2) Shine Creations / Southern California Lighting Inc. d/b/a The Christmas Kings, and (3) South Florida Lighting Team LLC d/b/a Miami Christmas Lights (collectively, “Contractors”) were determined to be responsive and responsible bidders; and

WHEREAS, the City Manager recommended the Contractors for award of contracts for the Services, on an as-needed basis, for an initial term of two (2) years with three (3) options to renew for additional two (2) year terms, in an estimated annual amount of Five Hundred Ninety Thousand, Seven Hundred Seventy and 00/100 Dollars ($590,770.00), as further specified in the recommendation memorandum attached and incorporated as Exhibit “A” (“City Manager’s Recommendation”); and

WHEREAS, Section 18-85 of the City Code provides the procedures for competitive sealed bidding, including that bid awards in excess of $50,000.00 must be approved by the City Commission upon recommendation by the City Manager; and

WHEREAS, the Solicitation establishes an open pre-qualified pool to which additional qualified vendors may be added in accordance with the Solicitation and applicable procurement requirements; and

WHEREAS, the City Commission desires to approve the bid awards to the Contractors and authorize the City Manager to negotiate and execute contracts and any necessary amendments, renewals, and extensions, all in forms acceptable to the City Attorney and consistent with the terms stated herein, for said purpose;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:

Section 1.  The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section.

Section 2.  Pursuant to Section 18-85 of the City Code, the City Manager’s Recommendation is approved, and the bid awards pursuant to the Solicitation to the Contractors, the responsive and responsible bidders, to establish a pre-qualified pool of vendors for the Services, on an as-needed basis, for an initial contract term of two (2) years with the option to renew for three (3) additional two (2) year periods, in an estimated annual amount of Five Hundred Ninety Thousand, Seven Hundred Seventy and 00/100 Dollars ($590,770.00), are hereby approved.

Section 3.  Funds for this purpose shall be allocated from the various user departments and agencies’ departmental funds, subject to the availability of funds and budgetary approval at the time of need.

Section 4.  The City Manager is authorized to negotiate and execute contracts, in forms acceptable to the City Attorney, with the Contractors for the Services consistent with the terms set forth herein.

Section 5.  The City Manager is further authorized1 to negotiate and execute any documents, including amendments, renewals, and extensions, all in forms acceptable to the City Attorney, subject to all allocations, appropriations, and prior budgetary approvals, and in compliance with applicable provisions of the City Code, including the City of Miami’s Procurement Ordinance, Anti-Deficiency Act, and Financial Integrity Principles, all as set forth in Chapter 18 of the City Code, and all applicable laws, rules, and regulations, as may be deemed necessary for said purpose.

Section 6.  This Resolution shall become effective immediately upon its adoption.
