RE.1 - A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE CITY MANAGER TO ACCEPT AND APPROPRIATE GRANT FUNDING TO THE CITY OF MIAMI'S ("CITY") DEPARTMENT OF FIRE-RESCUE PURSUANT TO THE TERMS AND CONDITIONS OF THE UNITED STATES DEPARTMENT OF HOMELAND SECURITY’S ("DHS") SECURING THE CITIES GRANT PROGRAM ("PROGRAM"); ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED “SECURING THE CITIES PROGRAM 2026,” IN AN AMOUNT NOT TO EXCEED TWO MILLION, ONE HUNDRED NINE THOUSAND, EIGHT HUNDRED SIXTY-SEVEN AND 00/100 DOLLARS ($2,109,867.00), CONSISTING OF A GRANT FROM DHS FOR THE PURPOSE OF ENHANCING REGIONAL CAPABILITIES IN DETECTING, IDENTIFYING, AND RESPONDING TO RADIOLOGICAL AND NUCLEAR THREATS BY PROVIDING FIRST RESPONDERS WITH THE NECESSARY TRAINING AND EQUIPMENT; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, FOR THE ACCEPTANCE AND ADMINISTRATION OF SAID FUNDS AND COMPLIANCE WITH TH...

WHEREAS,in2019,theCity of Miami (“City”) DepartmentofFire-Rescue(“MFR”)wasawardedagrantfrom theUnitedStatesDepartmentofHomelandSecurity’s (“DHS”) SecuringtheCitiesProgram(“Program”) to serve as the lead agency for Miami-Dade, Broward, Monroe, and Palm Beach Counties (“Miami Region”), as adopted in Resolution No. R-20-0183, with additional grant funding to be provided by DHS as budget periods became available; and

WHEREAS,theperiodofperformanceasleadagencyoftheProgramisonehundred twenty (120) months, to be allocated amongst ten (10) twelve (12)-month budget periods through October 30, 2029; and

WHEREAS,MFRhasbeenawardedagrantfromDHSfortheProgram’s 2026budget period in an amount not to exceed Two Million,One Hundred Nine Thousand,Eight Hundred Sixty-Seven and 00/100 Dollars ($2,109,867.00) (“Funds”) with an opportunityto seek additional grant funds available during subsequent budget periods; and

WHEREAS,todate,theCityhasbeenawardedatotalofTen Million,Six Hundred Eighty-Seven Thousand,Three Hundred One and 00/100Dollars ($10,687,301.00)fromDHSfortheProgram;and

WHEREAS,theMiamiRegioniscurrentlyestablishingthecapacitytoadequately and comprehensivelydetectandrespondtoradiologicalandnuclear(“R/N”)threats;and

WHEREAS,theMiamiRegioncontainsnumerouspotentialcriticaltargetsforR/N attacks by land, sea, and air, magnifying the need for the development of regional R/N detection, identification, and response capabilities to protect lives and the economy; and

WHEREAS,fundingprovidedbytheProgramshallassistvulnerable componentsin the Miami Region in becoming better trained and equipped to detect and respond to such R/N threats; and

WHEREAS, it is appropriate for the City Commission to authorize the City Manager to executeanyandallnecessarydocuments, allinaformacceptabletotheCityAttorney,forthe acceptance, administration, and compliance with said Program and to appropriate same;

NOW,THEREFORE,BEITRESOLVEDBYTHECOMMISSIONOFTHECITYOF MIAMI, FLORIDA:

Section1.TherecitalsandfindingscontainedinthePreambletothisResolutionare adopted by reference and incorporated as if fully set forth in this Section.

Section 2. The City Manager is hereby authorized to accept the Funds pursuant to the termsandconditionsoftheProgramtoenhanceregionalcapabilitiesindetecting, identifying, andrespondingtoradiologicalandnuclear threats byprovidingfirstresponders with the necessary training and equipment in the Miami Region.

Section3.ThefollowingnewSpecialRevenueProjectisestablished,andresourcesare accepted and appropriated as described below:

Section4.TheCityManagerisfurtherauthorized1tonegotiateandexecuteanyandall necessary documents, all in forms acceptable to the City Attorney, for the acceptance and administration of the funds and compliance with the terms and conditions of the Program.

Section5.ThisResolutionshallbecomeeffectiveimmediatelyuponitsadoption.
