A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), ALLOCATING ADDITIONAL FUNDS FROM THE DISTRICT 2 COMMISSIONER’S SHARE OF FUND NO. 14010, IN AN AMOUNT NOT TO EXCEED TWO HUNDRED FIFTY THOUSAND DOLLARS AND 00/100 ($250,000.00), TO GREATER ST. PAUL A.M.E. CHURCH, INC., A FLORIDA NOT FOR PROFIT CORPORATION ("DEVELOPER"), TO COVER ADDITIONAL PROJECT COSTS FOR THE PROJECT LOCATED AT 3574 WILLIAM AVENUE, MIAMI, FLORIDA, AS SPECIFIED IN EXHIBIT “A,” ATTACHED AND INCORPORATED; PROVIDING THAT THIS ALLOCATION OF THE FUNDS IS SUBJECT TO THE RECEIPT BY THE CITY MANAGER OF THE WRITTEN APPROVAL BY THE CITY’S HOUSING AND COMMERCIAL LOAN COMMITTEE (“HCLC”) APPROVAL (“HCLC APPROVAL”); FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, INCLUDING AMENDMENTS, EXTENSIONS, AND MODIFICATIONS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, SUBJECT TO LOCAL, AND CITY LAWS, RULES, AND REGULATIONS FOR AFFORDABLE HOUSING PROJECTS AND SUBJECT TO THE DEVELOPER...

WHEREAS, Greater St. Paul A.M.E. Church, Inc., a Florida not for Profit Corporation ("Developer"), is developing an affordable housing rehabilitation development known as the Hibiscus-William Project, which will contain a minimum of ten (10) residential units and will be located at 3472-3478 Hibiscus Street and 3574 William Avenue (collectively, the “Property”), and will provide no fewer than ten (10) rent-restricted housing units (“City-Assisted Units”) in District 2 (“Project”); and
WHEREAS, on October 27, 2022, pursuant to Resolution No. R-22-0406 the City of Miami (“City”) approved an allocation of Two Million, Two Hundred Thousand and 00/100 Dollars ($2,200,000.00) in American Rescue Plan Act of 2021 (“ARPA”) funds to Developer for the Project on the Property; and
WHEREAS, on December 19, 2023, the Housing and Commercial Loan Committee (“HCLC”)approved the Project and established the Project’s terms, requirements, conditions, and affordability requirements; and
WHEREAS, pursuant to Resolution No. R-25-0431 adopted on October 9, 2025, the City apportioned Five Million, Two Hundred Fifty Thousand, Two Hundred Fifty-One and 19/100 Dollars ($5,250,251.19) in available funds between the five (5) Commissioner Districts pursuant to the Anti-Poverty Initiative (“API”) Formula for the Commissioner of each District to allocate and appropriate by future resolution(s) to district specific affordable housing and/or senior rental assistance programs; and
WHEREAS, the Office of the District 2 Commissioner was apportioned Five Hundred Thirty Thousand, Two Hundred Seventy-Five and 37/100 Dollars ($530,275.37) for affordable housing and/or senior rental assistance program; and
WHEREAS, on June 16, 2026, the Developer informed the City that the project’s actual cost surpassed its original budget due to unforeseen events, economic fluctuations, significant structural concerns, and historic preservation requirements; and
WHEREAS, the District 2 Commissioner (“Commissioner”) wishes to provide funds in the amount not to exceed Two Hundred Fifty Thousand and 00/100Dollars ($250,000.00) (“Funds”) to the Developer to cover additional project costs for the Project; and
WHEREAS, the City Commission’s approval is subject to the approval of the request by HCLC and the Developer fulfilling, in a timely manner, any and all terms, requirements, and conditions to be set forth by HCLC in its memoranda (”HCLC Approvals”); and
WHEREAS, the City’s Administration recommends the allocation of funds in an amount not to exceed Two Hundred Fifty Thousand and 00/100Dollars ($250,000.00) to Greater St. Paul A.M.E. Church, as specified in Exhibit “A,” attached and incorporated, to cover additional project cost;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section.
Section 2. Subject to the receipt by the City Manager of the HCLC Approval, the City Manager is authorized to allocate Funds to Greater St. Paul A.M.E. Church to cover additional Project costs, as specified in Exhibit “A,” attached and incorporated.
Section 3. The City Manager is further authorized¹ to negotiate and execute any and all necessary documents, modifications, and amendments, all in a form acceptable to the City Attorney, subject to the receipt by the City Manager of the HCLC Approval, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption.
