WHEREAS, the City of Miami (“City”) has been awarded a grant by the United States Department of Justice, Office of Justice Programs, Bureau of Justice Assistance (“DOJ”) in the amount of Two Hundred Forty-Three Thousand,Three Hundred Eighty-One and 00/100Dollars ($243,381.00), with no required local match, to provide the Miami Police Department (“MPD”) funding support to procure laptops for the Criminal Investigations Division and patrol officers to replace systems that can no longer support current computing capacity and cybersecurity compliance; and

WHEREAS, MPD faces a technology gap due to outdated and non-compliant computer systems across investigative and patrol functions; and

WHEREAS, the grant funds will be used to enhance MPD’s ability to collect, analyze, and utilize crime data, while improving operational efficiency and ensuring compliance with current cybersecurity standards (“Project”); and

WHEREAS, the Project will support criminal justice initiatives that will improve MPD’s operations, as allowed by the grant requirements, to reduce crime, enhance officer safety, and increase safety to the residents, businesses, and visitors of the City; and

WHEREAS, the grant is awarded for a period of four (4) years, beginning October 1, 2024, and ending on September 30, 2028; and

WHEREAS, no matching funds are required from the City;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:

Section 1.  The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section.

Section 2.  The following new Special Revenue Project is established and resources are appropriated as described below:

APPROPRIATIONS:Procurement of Technology Equipment$243,381.00

Section 3.  The City Manager is authorized to execute a grant award agreement between the DOJ and the City, in substantially the attached form, to accept grant funds for the provision of new equipment and updated software to support the Criminal Investigation Division patrol officers to replace hardware that can no longer support current computing capacity and cybersecurity compliance.

Section 4.   The City Manager is further authorized1 to designate the Chief of Police or designee to negotiate and execute any and all other necessary documents, all in a form acceptable to the City attorney, in order to implement the acceptance and administration of the grant award.

Section 5.  This Resolution shall become effective immediately upon its adoption and signature of the Mayor.
