RE.12 - A RESOLUTION OF THE MIAMI CITY COMMISSION DECLARING NO OBJECTION AND SUPPORTING THE CO-DESIGNATION BY THE FLORIDA LEGISLATURE, PURSUANT TO SENATE BILL 628, DESIGNATING THAT PORTION OF STATE ROAD 968/SOUTHWEST 1 STREET BETWEEN SOUTHWEST 17 AVENUE AND SOUTHWEST 19 AVENUE, MIAMI, FLORIDA, AS “CHARLES DASCAL WAY”; FURTHER DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO THE FLORIDA DEPARTMENT OF TRANSPORTATION, DISTRICT SIX, FOR SIGN INSTALLATION WITHIN THE NEWLY DESIGNATED ROADWAY.

WHEREAS, the Florida Legislature during the 2026 session passed Senate Bill 628 approving, inter alia, several road designations, including a co-designation for Charles Dascal; and

WHEREAS, Charles Dascal was born in Havana, Cuba in 1932 and migrated to United States in 1961 with his wife, young daughter and parents, where they moved into a duplex in Little Havana; and

WHEREAS, Charles Dascal with his affinity for technology and entrepreneurial spirit began selling Japanese-made stereo components; and

WHEREAS, the success from DYN Electronics allowed for Charles Dascal to form Continental National Bank in 1972, becoming the first bank owned by Cuban-Americans in the United States, catering to the Cuban exile community; and

WHEREAS, Charles Dascal continued his success and ventured into the automotive industry, founding Midway Ford after he “cold called” Henry Ford II and askedhim to make him a franchisee, consequently making him the first Cuban-American to obtain a Ford franchise in the United States; and

WHEREAS, Charles Dascal shared his fortunes thru philanthropy, supporting countless local charities, including the Jackson Memorial Foundation, St. Jude Children’s Hospital and Miami Children’s Hospital; and

WHEREAS, Charles Dascal also chaired the Florida International University Foundation in the 1990s and supported La Liga Contra el Cancer, the Humane Society of Greater Miami, the Epilepsy Foundation of South Florida, and various art organizations; and

WHEREAS, Charles Dascal passed away on July 29, 2013, leaving behind his wife of almost 59 years, their children and grandchildren; and

WHEREAS, Charles Dascal legacy as a family man, entrepreneur and philanthropist has been honored by the Florida Legislature’s co-designation of that portion of State Road 968/Southwest 1st Street from Southwest 17th Avenue to Southwest 19th Avenue, Miami, Florida as “Charles Dascal Way;” and

WHEREAS, the City of Miami (“City”) supports the co-designation by the Florida Legislature of that portion of State Road 968/Southwest 1st Street from Southwest 17th Avenue to Southwest 19th Avenue, Miami, Florida as “Charles Dascal Way,” which is a state road located within the City limits; and

WHEREAS, Section 334.071, Florida Statutes, provides that the erection of markers for a state road designation shall be contingent upon the appropriate city or county commission passing a resolution in support of the honorary designation; and

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:

Section 1.  The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this section.

Section 2.  The Miami City Commission declares no objection and supports the co-designation by the Florida Legislature, pursuant to Senate Bill 628 (2026) designating that portion of State Road 968/Southwest 1st Street from Southwest 17th Avenue to Southwest 19th Avenue, Miami, Florida as “Charles Dascal Way.”

Section 3.  The City Clerk is directed to transmit a copy of this Resolution to the Florida Department of Transportation, District Six, for sign installation within the newly co-designated roadways.

Section 4.  This Resolution shall become effective immediately upon its adoption.
