A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), APPROVING AND ADOPTING THE BICYCLE MASTER PLAN, DATED SEPTEMBER 2025, PREPARED BY KIMLEY HORN, INC. FOR THE CITY OF MIAMI’S DEPARTMENT OF RESILIENCE AND PUBLIC WORKS PROJECT NUMBERS 40-B203613 & 40-B70245, ATTACHED AND INCORPORATED AS EXHIBIT “A” ("BICYCLE MASTER PLAN"), TO UPDATE THE 2009 BICYCLE MASTER PLAN PROVIDING UPDATED TYPICAL SECTIONS, IDENTIFYING IMPROVEMENTS, OPPORTUNITIES FOR IMPROVING SAFETY AND MOBILITY, AND DIRECTING THE CITY MANAGER TO TAKE ANY AND ALL ACTIONS NECESSARY TO IMPLEMENT THE BICYCLE MASTER PLAN; PROVIDING FOR AN EFFECTIVE DATE.

WHEREAS, the City of Miami (“City”) adopted its first Bicycle Master Plan in 2009 through Resolution No. R-09-0476, to establish a foundation for bicycle mobility and infrastructure; and
WHEREAS, the first Bicycle Master Plan has been updated to address changes to bicycle facility types to include protected bicycle facilities and buffered bicycle lanes; and
WHEREAS, the 2025 update to the Bicycle Master Plan seeks to address today’s multimodal transportation challenges and align with long-term local and Miami-Dade County planning initiatives; and
WHEREAS, the updated plan envisions Miami as a “15-Minute City,” where residents can access daily needs and services within a short bicycle ride; and
WHEREAS, the plan incorporates extensive research, reviewing over a dozen prior planning efforts including regional trail networksand Complete Streets policies, to ensure consistency and coordination; and
WHEREAS, the City engaged in robust community outreach, including surveys with more than 700 responses, interactive mapping tools, and meetings with community organizations, resulting in public priorities such as protected bicycle lanes, improved network connectivity, and secure bicycle parking; and
WHEREAS, the plan establishes best practices for safe, equitable, and comfortable cycling through protected lanes, shared-use paths, bicycle boulevards, and other facility types, informed by national standards and Florida Department of Transportation (“FDOT”) context classifications; and
WHEREAS, the Bicycle Network Analysis identifies gaps and opportunities to create a citywide, connected bicycle system with an emphasis on low-income, high-density neighborhoods and first/last-mile connections to transit; and
WHEREAS, the Project Implementation Plan prioritizes projects based on safety, population density, equity, and coordination with schools, parks, and transit hubs, creating a roadmap for phased improvements; and
WHEREAS, the conclusion of the plan emphasizes the importance of implementing high-priority projects first to maximize safety, accessibility, and ridership while building a long-term, multimodal transportation network for Miami residents and visitors.
NOW,THEREFORE,BEITRESOLVEDBYTHECOMMISSIONOFTHECITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Bicycle Master Plan, providing recommendations to make Miami a bicycle-friendly City through the development of an interconnected bicycle facility network plan, bicycle infrastructure design standards, implementation strategies and schedule, evaluation tools, and education and public awareness strategies, is adopted.
Section 3. The City Manager is further directed to identify appropriate resources among City departments and agencies to ensure the prompt and successful implementation of the Bicycle Master Plan, as it may be amended as necessary.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.
