WHEREAS, on April 13, 2023, pursuant to Resolution No. R-23-0178, the City of Miami (“City”) created the Miami For Everyone (“MFE”) Program to assist communities facing the long-term complications resulting from declared emergencies and to address the specific needs of the most vulnerable residents and businesses, through a strategy of focusing the provision of support towards priority areas of need that will further stabilize economic conditions within City Districts; and
WHEREAS, Sunshine For All, Inc., a Florida not‑for‑profit corporation (“Sunshine For All”), is an organization whose primary mission is to serve the needs of Miami Dade County’s vulnerable residents through the delivery and coordination of social services to low income and at risk residents of the City of Miami; and
WHEREAS, Sunshine For All has submitted a grant application, attached hereto and incorporated herein as Exhibit “A,” to implement two complementary senior support programs, the “Senior Grocery Transportation Program” and the “Senior Excursion Program” (collectively the “District 3 Active Senior Program”), which is designed to serve low‑ and moderate‑income adults aged 55 and older residing in twenty‑seven (27) government‑subsidized senior housing facilities within District 3 by providing no‑cost, ADA‑accessible transportation services that support access to essential nutrition resources and planned social, recreational, and educational activities (the “Project”); and
WHEREAS, the Project is anticipated to operate over a twelve‑month grant period, during which Sunshine For All will provide monthly grocery transportation services to each of the twenty‑seven (27) participating senior housing facilities and conduct one (1) organized senior excursion per month, with expected outcomes including improved access to nutritious food, increased mobility and independence, reduced food insecurity, enhanced social engagement, decreased social isolation, and measurable improvements in participant well‑being and quality of life for eligible senior residents of District 3; and
WHEREAS, the City’s District 3 Commissioner (“Commissioner”) wishes to provide grant funds from the Commissioner’s share of the City’s MFE Program funds in the amount of One Hundred Twenty-Five Thousand and 00/100 Dollars ($125,000.00) with an option to provide an additional One Hundred Twenty-Five Thousand and 00/100 Dollars ($125,000.00) for fiscal year 2026-2027 for a total not to exceed amount of Two Hundred Fifty Thousand and 00/100 ($250,000.00) (“Funds”) on a reimbursement basis for the District 3 Active Senior Program; and
WHEREAS, subject to the availability of funds and compliance with applicable grant requirements, authorization is requested to allow for a limited initial advance payment not to exceed the equivalent of two (2) months of program operating expenses to support program start‑up and continuity of services under the District 3 Active Senior Program, with all remaining grant disbursements to be made on a reimbursement basis upon submission and subject to approval of eligible expenditures; and
WHEREAS, pursuant to Section 18-85(a) of the Code of the City of Miami, Florida, as amended (“City Code”), the City Manager has made a written finding, attached and incorporated as Exhibit “B,” that competitive negotiation methods and procedures are not practicable or advantageous for the City’s provision of the Funds for the Project; and
WHEREAS, the City Manager is requesting authority from the City Commission to
negotiate and execute any and all documents necessary, all in forms acceptable to the City Attorney, for the allocation of the Funds for the Project;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. Pursuant to Section 18-85(a) of the City Code, by a four-fifths (4/5ths) affirmative vote, after an advertised public hearing, the City Manager’s written finding, attached and incorporated as Exhibit “B,” that competitive negotiation methods and procedures are not practicable or advantageous for the City’s provision of the Funds for the Project and waiving the requirements for said procedures, are hereby ratified, approved, and confirmed.
Section 3. The City Manager is authorized to allocate the Funds from the Commissioner’s share of the City’s MFE Program funds to Sunshine For All for the District 3 Active Senior Program on a reimbursement basis.
Section 4. The City Manager is further authorized1 to negotiate and execute any and all documents necessary, modifications, and amendments, all in forms acceptable to the City Attorney, for said purpose.
Section 5. This Resolution shall become effective immediately upon its adoption.
