A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY MANAGER TO RESEARCH AND DEVELOP A RECOMMENDED FUNDING FORMULA TO ESTABLISH A POLICE AND FIRE FACILITIES MAINTENANCE RESERVE FUND (“FUND”); DIRECTING THE CITY MANAGER TO RETURN TO THE CITY COMMISSION BY DECEMBER 31, 2026, WITH A REPORT AND RECOMMENDATIONS FOR THE IMPLEMENTATION OF THE FUND, INCLUDING A PROPOSED ANNUAL CONTRIBUTION FORMULA BASED ON VERIFIED SQUARE FOOTAGE AND REPLACEMENT VALUE OF ALL POLICE AND FIRE FACILITIES OWNED BY THE CITY OF MIAMI (“CITY”); FURTHER DIRECTING THE CITY MANAGER TO INCLUDE ANY NECESSARY PROPOSED AMENDMENTS TO THE CODE OF THE CITY OF MIAMI ESTABLISHING THE FUND AS A PROTECTED/RESTRICTED FISCAL YEAR BUDGET LINE ITEM; PROVIDING FOR AN EFFECTIVE DATE.

WHEREAS, the City of Miami (“City”) owns and operates numerous police and fire facilities that are critical to public safety and emergency response; and
WHEREAS, ongoing maintenance, repair, and capital upkeep of these facilities is essential to ensure operational readiness, safety, and longevity of critical City assets; and
WHEREAS, the establishment of a dedicated budgetary account titled “Police and Fire Facilities Maintenance Reserve Fund” (“Fund”) may be required to provide a consistent and sustainable funding mechanism for the long-term maintenance and preservation of the City’s police and fire facilities; and
WHEREAS, a data-driven funding formula based on verified square footage and replacement value would ensure equitable and adequate annual contributions to the Fund and prevent emergency repair costs without draining operating funds; and
WHEREAS, establishing the Fund as a protected/restricted fiscal year budget line item in the Code of the City of Miami (“City Code”) would ensure responsible long-term fiscal planning and facility stewardship of numerous City assets;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Commission hereby directs the City Manager to research and develop a recommended funding formula for the implementation of a Police and Fire Facilities Maintenance Reserve Fund.
Section 3. The City Manager shall return to the City Commission within sixty (60) days of the effective date of this resolution with a comprehensive report that includes:
a. A recommended annual contribution formula based on the verified square footage and replacement value of all police and fire facilities owned by the City;
b. An inventory and verification of all applicable police and fire facilities, including square footage and estimated replacement value;
c. Best practices and benchmarking analysis from comparable municipalities, if available; and
d. A draft of a proposed ordinance establishing the Police and Fire Facilities Maintenance Reserve Fund with provisions to ensure it is a protected/restricted fiscal year budget line item.
Section 4. The proposed ordinance shall further include provisions necessary to secure the fund’s integrity, including but not limited to restrictions on use, minimum annual funding requirements, and any conditions under which funds may be reallocated.
Section 5. This Resolution shall become effective immediately upon its adoption.
