A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENTS), AMENDING THE DISTRICT 3 AND DISTRICT 4 SENIOR RENTAL ASSISTANCE PROGRAM POLICIES AND GUIDELINES TO EXTEND THE MAXIMUM PERIOD OF ASSISTANCE PER ELIGIBLE PARTICIPANT FROM TWO (2) YEARS TO UP TO THREE (3) YEARS, AS SPECIFIED IN ATTACHMENT β€œA,” ATTACHED AND INCORPORATED, TO CONTINUE TO PROVIDE ASSISTANCE TO ELIGIBLE LOW INCOME SENIORS WHO ARE UNABLE TO ABSORB DRAMATIC RENT INCREASES; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE

WHEREAS, on December 12, 2019, pursuant to Resolution No. 19-0516, the City Commission approved the creation of the permanent Senior Rental Assistance Program (β€œSRAP Program”), utilizing the funds generated and budgeted each year from the Historic Preservation Schedules of Fees; and

WHEREAS, the SRAP Program was established to mitigate housing cost burdens for low-income seniors, finding it difficult to afford rising rent; and

WHEREAS, the current District 4SRAP Program guidelines restrict the duration of rental assistance to a maximum of two (2) years per eligible participants; and

WHEREAS, an evaluation of the SRAP Program by the District 4 Commissioner’s office has demonstrated that extending the duration of assistance is necessary to prevent housing instability and ensure long-term housing for vulnerable seniors within District 4; and

WHEREAS, amending said program guidelines to extend the maximum period of assistance, will allow eligible participants to receive continuous assistance for up to three (3) years; and

WHEREAS the City Administration recommends approving an amendment to the District 4 SRAP Program policies and guidelines, as specified in Attachment β€œA”, attachedand incorporated, authorizing a modification to the maximum period of rental assistance provided to eligible participants from two (2) years to up to three (3) years;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:

Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section.

Section 2. The amendment to the District 4 SRAP Program policies and guidelines, as specified in Attachment β€œA,” attached and incorporated, to modify the maximum period of rental assistance to eligible participants from two (2) years up to three (3) years, is authorized1.

Section 3. The City Manager is authorized to execute any and all necessary documents, in a form acceptable to the City Attorney, for said purpose.

Section 4. This Resolution shall become effective immediately upon its adoption.
