A RESOLUTION OF THE MIAMI CITY COMMISSION REAFFIRMING THE CITY OF MIAMI'S ("CITY") COMMITMENT TO THE OPERATIONAL HUMAN TRAFFICKING TASK FORCE ESTABLISHED PURSUANT TO RESOLUTION NO. R-21-0183, ADOPTED APRIL 22, 2021; DIRECTING THE CITY MANAGER TO MAINTAIN THE CITY’S HUMAN TRAFFICKING TASK FORCE AS A PRIORITY INITIATIVE; DIRECTING THE CITY MANAGER TO IMPLEMENT CERTAIN PROVISIONS TO THE CITY’S HUMAN TRAFFICKING TASK FORCE IN ADDITION TO LAW ENFORCEMENT FUNCTIONS TO INCLUDE THE DESIGNATION OF A HUMAN TRAFFICKING TASK FORCE COORDINATOR ON BEHALF OF THE CITY, COMMITMENT TO INCREASE COORDINATION AND INFORMATION SHARING RESOURCES TO THE MIAMI-DADE STATE ATTORNEY’S OFFICE HUMAN TRAFFICKING UNIT AND TASK FORCE AND ITS’ PARTICIPATING FEDERAL, STATE, AND LOCAL LAW ENFORCEMENT AGENCIES, VOLUNTEER ENTITIES, AND CONDUCT OUTREACH OPERATIONS TO PROMOTE VOLUNTARY PARTICIPATION IN THE CITY’S CAMERA REGISTRY PROGRAM; PROVIDING FOR AN EFFECTIVE DATE.

WHEREAS,human traffickingremainsa significant threat to the health, safety, and welfare of residents, visitors, and businesses within the City of Miami ("City"); and
WHEREAS,human traffickingfrequentlyoverlaps with violations of other criminal offenses and requires sustained coordination among law enforcement, governmental agencies, community organizations, and victim-service providers; and
WHEREAS, on April 22, 2021, the City Commission adopted Resolution No. R-21-0183, directing the City Manager to create and implement an operational task force to combat criminal activities focused on human trafficking, narcotics transactions, prostitution, and illegal gaming ("City's Human Trafficking Task Force"); and
WHEREAS,Resolution No. R-21-0183 reflects the City's commitment to investigating, disrupting, and dismantling individuals and/or organizations involved in criminal enterprises involving human trafficking through an operational task force and the City Commission now finds itappropriate toreaffirm and institutionalize that commitment through a permanent operational framework; and
WHEREAS,the Miami-Dade State Attorney's Office ("SAO") administers a countywide Human Trafficking Task Force that coordinates regional investigative and prosecutorial efforts amongnumerousgovernmental and community partners; and
WHEREAS, it is the City Commission’s intent for the City's Human Trafficking Task Force to supplement, support, and strengthen the SAO's existing regional efforts through municipal coordination, intelligence sharing, community outreach, and victim-centered initiatives, while avoiding unnecessary duplication of existing investigative or operational activities; and
WHEREAS,the City's voluntary Camera Registry Program administered by the Miami Police Department's (“MPD”) Real Time Center provides valuable public safety resources that may assistlaw enforcement in identifying trafficking activity, supporting investigations, and enhancing public safety through partnerships between MPD and willing businesses and property owners;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as though fully set forthherein.
Section 2.The City Manager is directed maintainthe City's Human Trafficking Task Force established pursuant to Resolution No. R-21-0183, adopted April 21, 2021, as a priority City initiative for the purpose of coordinating the City's efforts to prevent, identify, disrupt, and reduce human trafficking occurring within the City.
Section 3. The City’s Human Trafficking Task Force shall implement provisions in addition to law enforcement functions to include at a minimum:
a. Supplement the efforts of the SAO’s Human Trafficking Unit and Task Force and its other participating federal, state, and local law enforcement agencies, and community volunteer entities;
b. Collaborate with said entities to further fortify intelligence gathering, operational coordination, information sharing, community outreach, victim-service referrals, and other initiatives to diminish instances of human trafficking in the City;
c. Designate a Task Force Coordinator to oversee the administration and continuity of the City's Human Trafficking Task Force, coordinate participation among appropriate City departments and community partners, facilitate coordination and information sharing with regional anti-human trafficking initiatives, and prepare the reports required by this Resolution; and
d. Incorporate outreach operations with businesses and property ownerslocatedin areas experiencing human trafficking activity for the purpose of encouraging participation in the MPD’s voluntary Camera Registry Program to share video with the Real Time Crime Center.
Section 4.Implementation of this Resolution shall beaccomplishedutilizing existing personnel, City programs, governmental and community partnerships, and budget appropriations unless otherwise approved by the City Commission.
Section 5. This Resolution shall become effective immediately upon its adoption.
