A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "STATE HOMELAND SECURITY GRANT PROGRAM SUB-RECIPIENT AGREEMENT FOR EXPENDITURE OF LOCAL GOVERNMENT UNIT FUNDING FOR FLORIDA URBAN SEARCH AND RESCUE ("USAR") TASK FORCES FOR FISCAL YEAR 2025"; AUTHORIZING THE CITY MANAGER TO ACCEPT A GRANT IN THE AMOUNT OF SIXTY-FIVE THOUSAND, ONE HUNDRED FIFTY AND 00/100 DOLLARS ($65,150.00) FROM THE UNITED STATES DEPARTMENT OF HOMELAND SECURITY, FEDERAL EMERGENCY MANAGEMENT AGENCY ("FEMA") THROUGH THE FLORIDA DIVISION OF EMERGENCY MANAGEMENT ("FDEM"); APPROPRIATING SAID GRANT TO SUPPORT FLORIDA USAR TASK FORCE 2 TEAM CAPABILITIES THROUGH EQUIPMENT RELATED EXPENDITURES; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, AND ANY AND ALL NECESSARY DOCUMENTS, INCLUDING AMENDMENTS, RENEWALS, AND EXTENSIONS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, FOR THE ACCEPTANCE AND ADMINISTRATION OF S...

WHEREAS,theCityofMiami("City")hasbeenawardedagrantintheamountofSixty-Five Thousand,One Hundred Fifty and 00/100 Dollars ($65,150.00) ("Grant"), from the United States Department of Homeland Security, Federal EmergencyManagementAgency("FEMA"),passedthroughtheStateofFloridaDivisionof Emergency Management ("FDEM"); and

WHEREAS,pursuanttotheGrant'sstipulations,saidfundsshallbeutilizedby the City’s Department of Fire-Rescue to supportFlorida Urban Search and Rescue Task Force 2 (β€œUSAR Task Force 2”) team capabilities through training and equipment related expenditures ("Program"); and

WHEREAS,therearenomatchingCityfundsrequired;and

WHEREAS,theperiodoftheGranttermcommencesonthedatetheGrant agreement between the City and FDEM is fully executed and expires on August 31, 2028; and

WHEREAS,itisappropriatefortheCityCommissiontoaccepttheGrantandto establish a special revenue project for the appropriation of the Grant for the Program;

NOW,THEREFORE,BEITRESOLVEDBYTHECOMMISSIONOFTHECITYOF MIAMI, FLORIDA:

Section 1.TherecitalsandfindingscontainedinthePreambletothisResolution are adopted by reference and incorporated as if fully set forth in this Section.

Section 2.TheCityManagerisauthorized1toaccepttheGrantandtoestablisha new special revenue project for the appropriation of the Grant for the Program.

Section3.ThefollowingnewSpecialRevenueProjectisestablishedandresourcesare appropriated as described below:

RESOURCESGrant funds from FEMA through FDEM $65,150.00

APPROPRIATIONS: USAR Task Force 2$65,150.00

Section 4. The City Manager is further authorized to execute a Grant agreement, in substantially the attached form, execute any and all necessary documents, including amendments, renewals, and extensions, all in forms acceptable to the City Attorney, to implement the acceptance, administration, and compliance with the Grant.

Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.
