"TRUTH IN TRANSPARENCY" RESOLUTION – A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE CITY MANAGER TO TAKE THE FOLLOWING ACTIONS: (1) ANALYZE AND PRESENT A WRITTEN PLAN TO THE CITY COMMISSION, AT ITS SEPTEMBER 10, 2026 MEETING, TO LIMIT THE LONG-TERM GROWTH OF PERSONNEL COSTS, INCLUDING AN ANALYSIS OF THE FINANCIAL IMPACT ON THE CITY'S OVERTIME COSTS THAT WOULD RESULT FROM THE ELIMINATION OR REDUCTION IN THE NUMBER OF SWORN LAW ENFORCEMENT POSITIONS AND POSITIONS IN THE FIRE DEPARTMENT WHILE MAINTAINING THE CURRENT LEVEL OF SERVICE IN PUBLIC SAFETY; (2) MODIFY THE CITY EMPLOYEE SALARY PORTAL TO PROVIDE FOR "TRUTH IN TRANSPARENCY" AS IT RELATES TO EMPLOYEE PAY AS FOLLOWS: LIMIT THE PORTAL TO ACTIVE CITY EMPLOYEES; INCLUDE A BREAKDOWN OF EMPLOYEE COMPENSATION, PARTICULARLY IN REGARD TO YEARLY GROSS PAY, BY SEPARATELY IDENTIFYING BASE SALARY, OVERTIME, AND OFF-DUTY PAY, AND THE NUMBER OF OVERTIME AND OFF-DUTY HOURS WORKED; CLARIFY THAT OFF-DUTY HOURS ARE PRIVATELY FUNDED AND NOT FUNDED BY THE CITY; REMOVE THE β€œLAST PAYCHECK GROSS” COLUMN TO PROTECT EMPLOYEES FROM PHISHING ATTACKS AND OTHER PREDATORY PRACTICES; AND DIRECT THE CITY ADMINISTRATION TO REMOVE INACTIVE, RESERVE, AND FORMER EMPLOYEES, ALONG WITH ANY OTHER INFORMATION THAT MAY BE DISPLAYED IN ERROR; AND (3) ISSUE A COMPETITIVE SOLICITATION, WITHIN 30 DAYS, TO CONDUCT A SALARY AND COMPENSATION STUDY.
